The main thrust was an overall Master Land Use Plan mandating a comprehensive, coordinated & continuing process. This included performing research and analysis, formulating goals and objectives, and developing alternative programs and methods Planning also involved defining major circulation systems and access to the site, potential land uses, proposed densities and intensities of development, including phasing.  Luisita’s Master Land Use Plan program aimed for flexibility to respond to current and future market trends and technological advances.
