The first phase development of Hacienda Luisita defined and integrated the fabric of  a new town, carefully balancing relationships of jobs to housing and providing both with recreational and shopping amenities. The Master Land Use Plan for Hacienda closely integrates working and living environments,  relating land uses to a complete transportation system. It also provides a clear hierarchy of land use units from neighborhoods to village centers, town centers and a central business district, and  uses rivers and streams to define boundaries of communities creating a natural sense of land definition and open space.
